Evgeny Nikolaevich Chernyshev was the Head of the Fire Extinguishing Service of the Federal Fire Service of the Crisis Management Centre of the Ministry of Emergency Situations of Russia in Moscow, a Colonel of the Internal Service. He was born on August 31, 1963 in Moscow. In 1980 he finished secondary school No. 656 in Moscow. He was in the Ministry of Internal Affairs of the USSR since 1980. In 1983 he graduated from the Leningrad Fire Technical School of the Ministry of Internal Affairs of the USSR, and then – the Law Institute of the Ministry of Internal Affairs of Russia. After graduation, he was sent to serve as a prevention instructor in the 10th paramilitary fire department UPO-3 of the Main Fire Department of the Ministry of Internal Affairs of the USSR. Since 1987, he served in the Moscow garrison of fire protection as the platoon commander of the 13th company of the 2nd battalion of the 2nd brigade of the paramilitary Fire Protection (v/ h 5103) of the Fire Department of the Moscow City Executive Committee, the deputy commander of the 13th company, the operational duty officer for the 2nd battalion. Since June 27, 2002 he was the Head of the Fire Extinguishing Service of the Federal Fire Service of the Crisis Management Centre (CMC) of the Ministry of Emergency Situations of Russia in Moscow. He graduated from the Law Institute of the Ministry of Internal Affairs of the Russian Federation in 1998. During his service, he participated in extinguishing more than 250 fires in Moscow, including at the Ostankino Tower (2000; after that, a stamp with his image was issued in Somalia), in the dormitory building of the Peoples’ Friendship University of Russia (2003), in the Manege (2004), at the Cherkizovsky Market (2006), in the Russian The N.N. Blokhin Cancer Research Center on Kashirskoye Highway (2006), in the dormitory building of Moscow State University named after M.V. Lomonosov (2006), at the Institute of State and Corporate Governance (2007), at Agrarian Engineering University (2008), at the Diaghilev nightclub (2008), in the technical building of Moscow Aviation Institute (2009). He had hundreds of lives saved to his credit. He died on March 20, 2010 when a structure collapsed during a fire in a business centre in the north of Moscow (2nd Khutorskaya Street, 38). He was buried with military honors at the Mitinsky Cemetery in Moscow on the Walk of Fame, where 28 firefighters who died during the liquidation of the Chernobyl accident in 1986 (plot 162) are buried. By the Decree of the President of the Russian Federation dated March 24, 2010, for courage and heroism shown in extinguishing a fire and saving people’s lives, Colonel of the Internal Service Evgeny Nikolaevich Chernyshev was awarded the title of the Hero of the Russian Federation (posthumously).
